On November 7, 2025, Kunming, the “Spring City,” was the hub of international collaboration as the launch meeting and exchange conference for the compilation of the “Yunnan Provincial Technical Standards for Testing and Appraisal of Existing Building Structures” and the “Yunnan Provincial Technical Standards for Reinforcement Design and Construction of Existing Building Structures” were successfully held. These two provincial local standards, launched this time, are led and coordinated by the Special Structures and Structural Reinforcement Professional Committee of the Yunnan Provincial Civil Engineering and Architectural Society, bringing together top forces in the province’s construction engineering field, including the Yunnan Provincial Design Institute Group, Kunming Nonferrous Metallurgical Design and Research Institute, Yunnan Provincial Academy of Building Research, and Kunming University of Science and Technology. The standards closely align with the architectural characteristics of Yunnan, focusing on core technical challenges in the testing, assessment, reinforcement design, and construction of existing building structures. Adhering to the principles of “high positioning, high standards, and high quality,” the standards aim to construct a technical specification system that is both scientifically sound and practically applicable, tailored to local conditions.
At the meeting, experts from the Science and Technology and Standards Quota Division of the Yunnan Provincial Department of Housing and Urban-Rural Development provided in-depth interpretations of the policy guidance, process control, and financial support policies for local standard development, laying a solid policy foundation for the standard development work. Participating units engaged in lively discussions on the standard outline framework, core technical content, and solutions to key issues, resulting in a collision of ideas and the formation of consensus, laying a solid foundation for the implementation of the two standards to achieve the goals of being “usable, easy to use, and effective.”
